CoC Governing Board

As noted in 24 CFR part 578.5(b), “The Continuum of Care must establish a board to act on behalf of the Continuum using the process established as a requirement by § 578.7(a)(3) and must comply with the conflict-of-interest requirements at § 578.95(b).”

The Continuum of Care Board is therefore acting on behalf of the members of the CoC. The CoC will strategically comprise a governing board that is representative of the relevant organizations and of projects serving homeless subpopulations and includes at least one individual with current or recent experience and expertise of homelessness (within the last 7 years). The CoC Governing Board has many responsibilities, including:

  • Oversees the CoC as a whole
  • Sets goals, policies, and strategic direction for the homeless services continuum
  • Builds community awareness of the needs of people experiencing homeless
  • Ensures organizations and projects serving various homeless and at risk subpopulations are represented in the planning/decision-making for the coordination of homeless services
  • Oversees the Coordinated Entry Lead, HMIS Lead, and Collaborative Applicant to ensure compliance with HUD standards and requirements
  • Coordinates the CoC Programs and set goals and priorities for ending homelessness in Berks
  • Approves final CoC Consolidated Application and other funding decisions
