The Continuum of Care (CoC) Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused by homelessness; promote access to and effect utilization of programs by homeless individuals and families; and optimize self-sufficiency those experiencing homelessness.
Emergency Solutions Grant
The ESG program provides funding to: engage homeless individuals and families living on the street; improve the number and quality of emergency shelters for homeless individuals and families; help operate these shelters; provide essential services to shelter residents, rapidly rehouse homeless individuals and families, and prevent families/individuals from becoming homeless.
Homeless Assistance Program
The PA Homeless Assistance Program (HAP) helps to assure that homelessness can be avoided, people who are homeless can find refuge and care and homeless and near homeless clients are assisted in moving toward self-sufficiency.

What is Home4Good?
Home4Good helps those who are homeless or at risk of homelessness by channeling dollars to local service organizations that know how to help. Funding is offered annually by FHLBank Pittsburgh and the Pennsylvania Housing Finance Agency. Continuums of Care (CoCs) and service organizations serving people experiencing homelessness partner with FHLBank members to apply for Home4Good grants during the funding round.
The initiative will provide a flexible source of funding for organizations working to address homelessness in Pennsylvania with the primary objective of ensuring that if an individual is faced with homelessness it is rare, brief and non-recurring.
Local Solicitation and Review of Applications
The FHLBank Pittsburgh and PHFA requested the participation of CoCs in Pennsylvania to assist in the local marketing, solicitation, and review of projects for Home4Good. The Reading/Berks County CoC lead agency, BCEH, continues to commit to working with Home4Good.
BCEH will do it's best to ensure that all approved documents are posted to this website, however, the Coalition recommends contacting email@example.com to ensure that you are included on the Coalition's distribution email list if you are interested in this RFP. The distribution list allows the Coalition to provide more timely guidance and answer FAQs from local agencies.
All active grants must provide a semiannual progress report (SPR). If your organization has received more than one grant, submit an SPR for each grant. Each reporting period (October-March, April-September, Close Out) should be entered as separate numbers and not as cumulative totals. A final close-out report must be provided to PHFA within 30 days of the final expenditure of Home4Good funds. Click here for the reporting form and submit it directly to the PHFA.
